Still unable to access apple app on iPad

I went through the list and am still unable to access my apple apps on my iPad. Also doesn’t recognize many of my common websites I visit.

iPad Pro, iPadOS 13

Try - If you can't connect to the App Store, iTunes Store or other Apple services – Apple Support
