I'm trying to restore my phone from an iCloud backup and the photos won't download. Shows all the photos but blacked out and keeps saying "Downloading..." at the bottom. How can I fix this?

If you were storing your photos in iCloud, then they aren’t considered a part of the backup as they are already stored in iCloud. If you see “downloading”, then leave the device plugged in to power and connected to WiFi, and it’ll eventually sync to your iCloud and device.
