It appears that you have an iPhone 6 Plus (from your profile) and not an iPhone 6s.
If you have an iPhone 6 Plus (without the s) then you cannot update that iPhone any further than iOS version 12.4.9
Here is how to check which model iPhone you have. Open Settings ➔ General ➔ About ➔ Model Name : Here you will see whether it is an iPhone 6 or an iPhone 6s)
