Can not reinstall OS X

I factory reset my MacBook Air. Whenever I use the command + r to open up the disk utilities, I go to reinstall OS X, but it always says that I am not connected to the internet. I've tried turning the wifi on from the corner but it doesn't turn on. How can I fix this?

MacBook Air 13″, macOS 10.13

If your Mac doesn't connect to the Internet over Wi-Fi - Apple Support

If it doesn't help, try to contact Apple Support to ask about the issue.
