I have a 1TB HGST SATA hard drive. Should I upgrade to a SSD before upgrade RAM to 16GB? Which will improve speed better?

The SSD. Be sure it is rated SATA 6GB/sec for maximum benefit.
Any value in getting the SSD AND the 16GB RAM or would I be throwing away money at the point on an older machine?
