Larry, You can connect the phone to the computer using a USB cable and sync directly:

Do you have an Apple Music subscription? You can put the songs on your phone and then play them without WiFi. Follow the steps in here:

This is not downloading the songs to my iPhone library The iPhone plays the songs from iCloud over WiFi. I want the songs on my iPhone so I don’t need wifi
