I am plugging the Apple TV 4K (only one that COSTCO was selling) into my non-4K TV . The screen to pick a language came up, but it wont let me select one, the remote doesn't respond to clicking on any buttons - is this indicative of problems of compatibility?

If you bought it directly from Apple you have 14 days to return it, exchange and try again. Give AppleCare a call.
