Syncing iPad and phone
How do I sync my iPad and iPhone so all contacts, apps etc are on both devices?

This should be quite simple...
Ensure that both iPad and iPhone are signed-in to iCloud with the same AppleID - and that services that you wish to synchronise are enabled:
Settings > [Your Name / AppleID] > iCloud >
Ensure that native Apps, such as Calendar, Contacts, Reminders, Notes etc. are individually enabled as required.
Your purchased Apps can be individually installed on each of your devices as necessary - or you can configure your devices to automatically install all the Apps that you have purchased - and/or automatically install App updates:
Settings > App Store > [Automatic Downloads] Apps - set to ON or OFF as required
Settings > App Store > [Automatic Downloads] App Updates - set to ON or OFF as required
