How and where can do I download version of Netflix that is compatible to iOS 12?

You don't.
Netflix needs an iOS device capable of running iPadOS 13 and later, now.
If your iPad is too and cannot upgrade beyond any version of iOS 12, then you need to seriously consider a new iPad model OR a “newer” , used iPad model capable of running the latest iPadOS versions.
There are plenty of newer, older iPad models that can run the current versions of iPadOS 14.
