Yes, you should be able to AirPlay from iTunes for Windows. See Choose which speakers to use in iTunes on PC - Apple Support.

I've done it with AirParrot but it can't do stereo.

In fact I think that stereo is only possible from an iOS device as far as I can tell so far.
