burning cds

I have songs that I downloaded (did not purchase) on itunes to create a playlist. Now, I am attempting on my PC to burn a CD & when I do I get response of 26 errors (which is number of songs in my playlist) Do the songs need to be purchased rather than just downloaded in order to make CD? I have called support & got nowhere - thanks!
