Does deleting a photo from an album delete from the Library?

If you open the Photos app and control click on a photo in an album and then click "Remove photo from Album" that does not delete the photo from the library (or from other albums if in multiple albums).

No. If you are in the album view, secondary click on photo and you should have an option to remove photo from album.
