I recent backed up my photos on iCloud and deleted them from my photos on my phone to create more space. I am now looking at photos on iCloud and al my phones are gone. I also cleaned up my deleted folder for more space

Did you happen to look in the Recently Deleted folder? If they're not there, they are permanently gone.
