I have downloaded music videos on my Mac (they are on my iPhone as well).
I have iTunes Match and do not know why the downloaded. I want the storage space back on the Mac, but if I delete them will they be deleted on iPhone too? How do I get them into iCloud?

Try right-click > Remove Download. This keeps content in your cloud library from where it can be streamed but frees up local storage.

Okay thanks again. What was wrong was that I picked the one video that the did not have Remove Download in the options
All the rest did, thank you again. Problem solved.

No you don't want to delete the music video. You should only use the option Remove Download if it appears in the context menu. That shouldn't trigger the dialog box you've shown.
