i have done all the research I can and still cannot figure out why my son can access Snapchat when it’s supposed to be on downtime and it even has a limit. My phone is set to “block at downtime” and Snapchat is always accessible on his phone despite being blocked and having limits set and not being on the “always allowed” list.

Are referring to DownTime, Are you referring to App Limits, Are you referring to Contents and Privacy settings? Nothing is clear.
