unable to update or restore ipad

I cannot update or restore my ipad. I've tried connecting to itunes, and my computer, and it will not restore

Troubleshooting:

If you can't back up your iOS or iPadOS device to a computer or restore it from a backup – Apple Support

If you can't back up to iCloud or restore from iCloud backup failed – Apple Support
