How to download Safari on iPhone?

Safari is included with the base OS install. I don't think there's a separate, standalone installer.

If you somehow deleted Safari it may be the only option is to reinstall the OS

As noted, it is built in to the iOS version. Did you move it to another screen or into a folder? Try a search for it.
