See Recover media from an iPod - Apple Community. Once content is in your iTunes/Music library you can transfer it to another device.

Sorry I wasn’t clear. The music on the old iPod exists only on that device. The music on the iPad also has unique music. I do t want to overwrite, I want to merge them.
