It can only be unlocked by signing in with the Apple ID involved, or by supplying Apple with its original purchase receipt. If you're trying that Apple ID, see the second part of the previous sentence.

Then you will need to supply Apple with its original purchase receipt to get then to unlock the iPad.

Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)
