Photos synchronisation

Why won’t Photos synchronise all my photos approx 25000, across all my devices? I have an iMac, iPad and iPhone all running up to date OS. Each one shows a different incomplete set of photos.

iMac 21.5″, macOS 10.15

That's a lot of photos and they will not fit on most devices even with the maximum storage capacity.

OK but they are stored in the cloud and only viewed by my devices. Why then can I not see them all in my devices. How can synchronisation be forced?
