Restore required after failure during update to ios14

received this screen while trying to update iPhone XS via iTunes. iPhone not visible i iTunes now, and the Restart process (#2 above) has no result after over 7 minutes of holding. Cannot turn off iPhone. Cannot get past the "support.apple.com/iphone/restart" screen.

iPhone 6s, iOS 12

Resolved: I connected with Apple Support who suggested the problem might be with iTunes. I did have the current version on my Windows 10 laptop, but the window didn't pop up to identify a problem with the phone/offer to update or restore. Connecting the phone to a different laptop with current iTunes did present the options, and I was able to successfully update the OS. Back in operation now.
