Unable to do iCloud Backup

When I attempt to run a iCloud backup my 1st Generation iPhone SE says "This iPhone cannot be backed up because there is not enough iCloud storage available." However, I am only using 71MB of storage (out of 5GB.) Does the backup really take up more than 4.929GB?

It is possible -- If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.
