I bought an iCloud storage and my storage is full I can't use my phone

I bought iCloud storage to optimize my phone storage however nothing changed, I still have a notification saying phone storage full , and I can't use my phone

Having more iCloud storage will not help with the lack of physical space on the device itself. You need to delete some content on the phone. Take a look at this.
