Icloud drive

I already reset and restored(2 ways) my ipad, but problem still exist. When I try activate Icloud drive I see a window “Update to Icloud Drive” with 2 options “cancel” and “update” and no one isn’t responding. /https://youtu.be/cKf-KZJcdBU

Have you tried restarting the device, or signing out of the device and back in? If you did already and those suggestions didn't work, you can try the next step -- https://getsupport.apple.com.
