Safari: dialog keeps appearing (~once a minute) - com.apple.CoreSimulator.CoreSimulatorService quit unexpectedly.

After a Safari crash where I was attempting to re-organize some bookmarks on the Bookmark Bar I keep getting this message: com.apple.CoreSimulator.CoreSimulatorService quit unexpectedly.

Additional observations:

  • Even tho this dialog is showing, Safari continues to work. The dialog is just in the way.
  • All extensions were disabled and problem persist.
  • All peripheral (USB-C) devices detached and problem persists.
  • Boot in Safe-Mode and problem persists.

Any ideas would be appreciated.

Looks like the problem was with an Xcode upgrade. Additional components needed to be installed and I hadn't completed that operation. Once I did the problem went away.
