My IPhone was stolen and it had years of pictures on it. I have the Apple Watch that was paired to it. Is there a way to download these pictures to my new iPhone or back them up somewhere?

If you made regular backups on icloud they should be there.
Logon to icloud.com with the phones apple id and tap on photos.
You can download them from there.
