Can't enable personalized ads

I ran into a problem, I can not enable personalized ads, and tracking.

There may be a restriction on changing this setting in Screen Time, or, if you have a company email account on your phone or if it is under a business or school MDM (Mobile Device Management) program the administrator may have disabled that function.
