When i try to pair my new apple watch after unpairing my old one, after aiming the iphone camera at the "cloud" design, i don't get an option to "restore from backup." can someone help? I don't want to have to start all over again!

Once the watch is paired then you are asked setup as new or restore from backup,you dont get this request until the watch is actually paired.
The real problem was my Watch backup was on WatchOS7.0.2 but the new watch was on 7.0.
The solution is to update the new watch to the same OS as the backup. Only way to fix it!
