Why are calls silenced even when DND is off ?

Iphone 8 Plus, IOS 14.0.1. Do not disturb is turned off. The slide switch on the side of the phone is NOT set to silence. Yet any call from someone who's not in my Contacts is silenced. Just noticed this recently, since the IOS 14 update. Is this a new bug?

Please check: Settings - Phone - Silence Unknown Callers = Off?
