Person in photo's; can't move "circle"

Hi all,

I'm busy with adding names to faces.

When I press add face in Apple foto's the "circle appears". When I wanna move this circle to the face I can't. The whole photo is moving instead of the circle. Also the resizing doensn't work. Only the "x" for closing it works.

Anyone knows why this happens and more importantly; how to stop it.

I only want to move the "circle" and not the whole photo
