The most reliable and most simple method to do this is when the new Mac arrives. Before turning on the new Mac connect the old Mac's Time Machine (or bootable clone External Hard Disk) External Hard Disk to the new Mac using a USB cable. Turn on the new Mac, this will launch Setup Assistant. SA will get to a point where it asks if you are migrating from another Mac, select Yes and follow the on-screen prompts. This works 100% of the time and is the quickest and most reliable method.

If you have already run SA, then simply connect the old Mac's Time Machine External Hard Disk using a USB cable to the new Mac and launch Migration Assistant (applications - utilities - Migration Assistant) and then follow the on-screen prompts. Once the migration has completed, exit out of your user account and you will find a new account with all of your migrated data.

NEVER EVER use Wi-Fi or Ethernet. If you follow these steps your migration should be seamless, fast and reliable.
