SMS 's to 447786205094 that have never been sent, my carrier is Du UAE and they say is apple's fault because of some malfunction with Imessage and Facetime, so they charge me for message's i did not send. I am facing this issue from Last May

This is not a malfunction. Every time you activate iMessage your carrier sends an international SMS depending upon your country of residence and your carrier.
Each time you change the SIM or activate iMessage/iCloud/FaceTime you must have got these warnings (As Shown in the pic below). If you had tapped on OK then .....

It's not a 'malfunction'.
Those are messages used for FaceTime.
FaceTime is banned by law in UAE. You will be charged for those messages if you have a gray market phone and attempt to enable FaceTime.
If i switch facetime and imessage of under settings will this help?
