I am looking into an Apple Watch for my daughter. She does not have a phone. However she has an iPad with WiFi only. If I buy the watch with cellular can it be paired to the iPad? And will it make calls and text with the cellular.

The setup assistant will guide you to set up the watch right on your phone with your cellular carrier and will have it's own number. It will require you to set up an Apple ID for the user as well.
