How do I get rid of “other” in my storage. It is taking up 37 GB

You can update to iOS 14, if possible, and that will remove the trapped data in the OTHER category. OR
Please follow the instructions in this guide published by Apple ➔ How to Clear OTHER Category on your iPhone.
