Apple Watch workouts won’t sync to phone

Since the iOS 14 update and the WatchOS 7 update, I cannot get workouts to sync from my Apple Watch to my phone. They are on the watch after I workout, but never sync to the phone (or only very occasionally). I have tried everything I’ve read on this community including unpairing and repairing my watch both as a new watch and from a backup. Also the step count is consistently wrong between the activity app and the health app. Never had this problem before. HELP!
