DISABLED ACCOUNT IN THE APP STORE AND ITUNES

My account has been disabled and i tried verifying and changing my payment method however it is not accepting any payment card. I NEED HELP AS SOON AS POSSIBLE ON THIS

also my facetime and other applications are not working with my cellular data: when I select them they automatically unselect.
