How do I move music that’s downloaded to my device to my iCloud to free up phone internal storage

iCloud doesn't store music. You can consider connecting your device to a computer and move the music to iTunes and/or consider subscribing to iTunes Match. Alternatively, you can consider subscribing to Apple Music which also offers iTunes Match as well -- Subscribe to iTunes Match – Apple Support.
