If I gave my son's old mac book air to a student, and he is getting a message that he cannot set up an apple ID, what should he do?

If this is specifically with an already-prepared Mac and the new user somehow cannot set up an Apple ID, try setting up the Apple ID from the Apple website. How to create a new Apple ID - Apple Support
