Icloud Photos has blocked at 1%?

Hi,

the storage on my iPhone is almost full, so I purchased a iCloud storage of 200 GB, however my photos aren't loaded on iCloud photos, is blocked at 1%. I've already sign out from my iCloud, installed latest IOS update, but none of this helped me. Can you please let me know what should I do? thank you
