Safari not working after ios 14 update

Safari stopped doing anything today on our iPad. Worked this morning and now if you type anything into the search bar it just sits there with the spinning wheel. Cleared history and website data, reset network settings, restarted iPad, turn off and on Wi-Fi, etc...

app updates work so it is not a Wi-Fi issue. Facebook and all other apps work as well, just safari.

Did a complete reset of all contents and settings, reloaded from iCloud and it worked again, so obvious some issue on apples end with the iOS download.
