How do i update/restore my phone after a boot loop, keep getting error message 4013

I've tried all of these steps multiple times.
Not working
My iphone xs was stuck in a boot loop so i forced a shut down and when i turned it back on, it was directing me to plug into my computer. I have tried to update and restore several times and keep getting error message (4013). How can i fix?
