How can I view photos in the cloud on a lost device

Im trying to recover I cloud photos and data from a lost device

If you were using iCloud Photo Library on that device that was lost, you can go to iCloud.com and login to your Apple ID to view the photos and even LOCK OR ERASE your lost device. However, if you were not using iCloud Photo Library, there is a chance your photos are still backed up, just not readily viewable without restoring the backup of your lost device, to a new one.
