iOS14 Why doesn't SIRI speak Polish and some other European languages

Siri speaks Swedish (population 10 million), but not Polish (Population: 36 million) plus another estimated 20 million Polish speakers outside Poland.

I don't understand how Apple decides which languages to include/ not include in Siri
