Can an apple technician upgrade the memory on a late 2014 mac mini? And if not, is there any other way to increase the speed?

No, the RAM is integrated (soldered) into the logic board.

If it has a 5400rpm HDD, it can be upgraded to an SSD or run from an external SSD which would help.

However, if it is the base model with only 4GB of RAM? Then it would be best to just sell it and buy a different Mac Mini with better spec's.
