Can’t update its software

An iPhone running iOS 12.4.8 can not be a 6S. Instead, it is a 5S, 6, or 6 Plus. Either way the model can not be upgraded further.

Possibly a slow connection at your end, or the fact that millions of people would have been trying to download the update at the same time.
