I can't update my phone to ios 14. It doesen't show me the option to and it says my phone is up to date. I have an iphone 11

Doesn't matter. Apple releases are not necessarily based on regions only. No one here can tell you exactly when it will be available to you.
My friend updated hers already. I live in the US, the east coast to be exact.
