The internal storage configuration of your iPad is fixed during manufacture; whatever storage capacity that you chose when you purchased your iPad will remain unchanged for the life of the device.
If you need more internal storage, your only option is to replace the iPad with a device with more storage. However, you might be able to better manage the storage that you do have - and use other storage options, such as iCloud or other external storage devices. That said, the options that you have are not a substitute for adequate internal storage that is built-in to your iPad.
