I have just upgraded my iCloud package but I still cannot access my Photo Library on my phone. Most of my photos suddenly disappeared from my phone today as iCloud storage reached capacity; all photos are still on iCloud. How do I re-access them from my phone? I have re-booted my phone and had to do this via support/restore twice.

If you're certain the photos are still in iCloud after checking iCloud.com from a computer, then make sure the iPhone is plugged in to power and connected to WiFi, and allow it to sync to iCloud and your device.
