Updating my MacBook Air Operating System

I am currently running macOS Mojave and want to update to Catalina. Despite the update appearing in my software updates, and when I go to "about mac", every time I try to download it, I receive a notification, "sorry you are unable to run this update".

How can I update my operating system?
