WiFi Permanently off

How do I fix my WiFi because it is permanently off and I have an iPhone XR

Restore your phone to factory settings—>Restore your iPhone, iPad, or iPod to factory settings - Apple Support. Before you restore a backup or set up anything go to Settings/Wi-Fi and try to turn it on. If the switch doesn’t work your phone has a hardware problem. Use the Contact Support link at the top of this page or the Apple Support app on your phone to arrange for a repair.
